Every TMS vendor says "AI-powered dispatch." The phrase has become so diluted that it no longer tells you anything about the product. This post is an attempt to put that back in focus — what a TMS actually optimizes, where AI helps, where it doesn't, and how to sanity-check a vendor claim in one conversation.
We build NiuX TMS — a transportation management system deployed in private infrastructure for mid-to-large operators in China, Southeast Asia, and the Middle East. Dispatch optimization is part of our daily job. None of what follows is marketing: it is how we describe the problem to our own engineers.
The honest frame: dispatch is constrained optimization, not “AI”
At the core, every dispatch problem — for FTL, LTL, bulk, container drayage, milk runs, or last-mile — is a variant of the same mathematical object: the Vehicle Routing Problem with constraints (VRP).
You are trying to minimize a cost function across:
- Demand: a set of loads to move, each with a pickup, a drop, and a time window.
- Supply: a set of vehicles / drivers / carriers with capacity, location, qualifications, and cost.
- Constraints: weight/volume limits, ADR / dangerous-goods rules, customer-specific SLAs, driver hours, access windows at a DC, tax-zone boundaries, customs documentation, and so on.
The cost function is never purely “minimum kilometers.” In a real enterprise, it is a weighted sum of:
- Freight cost (your spend on carriers or your own fleet).
- Service level (on-time delivery, customer SLA penalties).
- Asset utilization (do we send a full truck or half a truck).
- Rule compliance (did we violate a customer preference, a legal constraint, a tax rule).
This is the only useful definition. Any vendor that can’t describe dispatch in these four dimensions is not actually doing optimization — they are doing automation (rule-based assignment) and calling it AI.
"AI" is not a feature. Constrained optimization is a feature. Learned cost estimation is a feature. Everything else is marketing copy.
Where machine learning genuinely helps
Given that framing, here is where we think statistical / machine learning techniques move the needle in a TMS. In each case, the win is measurable — not a narrative.
1. Cost-to-serve estimation
Classical optimization assumes you know the cost of every option. In reality, contract freight rates are a mess: different carriers, different lanes, fuel surcharges, peak-season premiums, tolls, detention, demurrage. A gradient-boosted model trained on your historical settlement data can predict true landed cost per lane per carrier far better than a static rate card. That prediction becomes the cost coefficient fed into the optimizer.
In NiuX TMS this shows up as: before the optimizer runs, every candidate (load, vehicle, carrier) triple gets a learned cost estimate. The optimizer then solves against that cost — not a published tariff that lies.
2. ETA prediction and constraint tightening
On-time delivery is a constraint in the VRP (“pickup must happen between 08:00 and 10:00 local time”). Bad ETAs cause bad plans. A learned ETA model — one that knows what “14:00 on a Friday on this specific city ring road in Ho Chi Minh City” really costs — tightens the plan so the solver doesn’t over-commit.
This matters disproportionately in emerging markets. A classical routing engine calibrated on European highways produces embarrassingly wrong ETAs in Jakarta or São Paulo. We learn local time-of-day travel patterns from your own historical GPS traces; that beats any externally-calibrated routing engine on your specific corridors.
3. Exception classification
Not every “AI” use in a TMS is dispatch. A large, practical win is exception classification: when a shipment is late, why is it late, and who should be notified? Is it customs, is it carrier, is it your own warehouse? A simple classifier on historical ticket data plus structured event streams resolves 70–80% of exceptions without a human ever triaging them.
This is boring. It also saves a control-tower team roughly one FTE per 500 shipments per day, by our own deployment numbers.
4. Carrier / driver recommendation
For variable fleets (3PL / brokerage operators), recommending a carrier is a ranking problem: given a lane, a load, and a time window, which carrier should we call first? A learned ranker using past acceptance rate, on-time performance, incident rate, and current network load outperforms a static “preferred carrier list” — and makes the list dynamic.
Where “AI” claims should make you suspicious
Equally important: where AI is oversold.

End-to-end deep learning for dispatch. Pure neural-network approaches to VRP look great on benchmark datasets and collapse on real problems with 50+ constraints and daily rule changes. Enterprise-grade dispatch is still — and for the foreseeable future will remain — metaheuristic search (large neighborhood search, tabu search, genetic algorithms) over a classical solver, with ML used to estimate costs and ETAs. Anyone selling you “AI-native dispatch, no rules, no solver” is selling a science project.

LLM-based dispatch. A large language model is not a dispatch engine. It is a useful natural-language interface over a dispatch engine — a planner can ask “reroute all non-urgent Shanghai→Chongqing loads off of carrier X until Thursday” and have that translated into optimizer inputs. That’s a UX win, not an optimization win. Don’t pay enterprise-dispatch prices for LLM UX.

Global one-model-fits-all. The geography of a cost function is regional. A model trained on US trunk freight does not transfer to Vietnamese bonded cross-border operations or GCC last-mile. Insist on retraining against your own data; insist on seeing the feature list.

The critical property of this stack is that every layer is inspectable and overridable. A planner always sees why a load was assigned to a specific carrier: “because learned cost is 8.2% below the next-best option, and carrier A is preferred under rule R-112 for dangerous goods class 3.” If the planner disagrees, they override; the override is logged and later used as training signal.
A TMS that cannot explain its own decisions is unmanageable in an enterprise — regulators, insurers, and your own CFO will all ask at some point.
How to sanity-check a vendor in one conversation
If you are evaluating a TMS that claims “AI dispatch,” you can separate real from marketing in about 20 minutes. Five questions:
- “What is the cost function you optimize?” If the answer is not roughly “a weighted sum of freight cost, service level, utilization, and rule penalties, tunable per business line,” the rest of the conversation is theater.
- “Show me the constraint list you support natively.” A real vendor has a list of 50–150 constraint types, configurable. A pretender waves hands.
- “Which model predicts costs and which model predicts ETAs, and can we retrain them on our own data inside our own deployment?” If the answer is “it uses our global AI model” and retraining requires sending your data off-premise, you have an information-leakage problem on top of an accuracy problem.
- “Show me how a planner sees why a plan was chosen.” If the answer is a black box, you will be unable to operate this system in production beyond pilot.
- “What happens when a rule changes on Monday morning?” If the answer involves a development sprint, you don’t own the platform — the vendor does.

Where this intersects with NiuX TMS commercial models

There is no “central AI brain” sitting in a vendor cloud that you depend on. There is your data, your deployment, and software that helps you plan better.
That distinction — on-premise-trainable ML, not SaaS-locked AI — is the thing we think matters most for an overseas enterprise evaluating a TMS in 2026.
What to take away
AI does move the needle in a TMS. It does so in narrow, measurable ways — cost estimation, ETA prediction, exception classification, carrier ranking — and it does so on top of classical constrained optimization, not instead of it. Any vendor framing AI as a replacement for solvers, rules, and explainability should be considered a research project, not an enterprise commitment.
